Does he want a "faux paper" or does he want us to prepare an informative/explanatory/descriptive outline based on the outline-guideline he provided us with early on?

I am about 1/3 of the way through what his (Nigem's) Roman Numeral 2 was. I'm doing it in outline format first, but I don't really know where I'm heading!!!
This is great! I'm just kind of making it up as I go along and trusting that it will all turn out correctly in the end. That's the best I can do with the scant information/direction I feel I am working with.
Let's just hope the little man starts feeling generous!
